Over the past decade, many countries have undergone significant changes in the system of territorial planning, the composition and content of the main documents are being transformed, new tools for regulating urban planning activities appear as management objects become more complex. The latest changes in the territorial planning system in France are of the greatest interest for Russian urban planning practice. France, like the Russian Federation, is a presidential Republic and a classic representative of codified law. The article compares the composition and content of modern territorial planning documents in France and the Russian Federation. The new Paris Urban Local Plan (2019) and the regional development scheme (the SDRIF 2030) for Île-de-France Region (2013) together with the Law on Greater Paris are analyzed as examples of spatial development strategies of the largest metropolitan cities of Europe comparable in many aspects to Moscow and Moscow region. The higher-priority directions and urban development zones of the largest European metropolitan areas (Moscow and Paris), the growing importance of the integrated development of the transport infrastructure and consideration of environmental aspects in providing high living standards for the population are considered.

The author analyzes the Circular Economic Action Plan adopted by the European Commission in 2015, gives examples of productive projects already being implemented in European countries, and considers the prerequisites and opportunities for Russia's transition from a linear economy to a more environmentally efficient circular economy. An important condition for this transition is the formation of a green worldview among the younger generation.

The author analyzes 28 Russian and 29 foreign fitness and recreation complexes, including sports and recreation complexes of European cities: Barcelona, Coruna (Spain), Bremen, Ulm, Segheim-Jugenheim (Germany), Paris, Strasbourg, St. Louis, Schel, Saint-Etienne, Mouvo (France), Rotterdam, Groningen (Netherlands), Jurmala (Latvia), Poznan (Poland), Bronshoy (Denmark), Villach (Austria), etc. - architectural and planning solutions and versatility. An interesting observation is that saunas are placed in Russia as an auxiliary function, and medical centers are more often located abroad.
Starting from the modernist idea of Le Corbusier, the author compares the practices of urbanism in Russia, Europe, the United States, and Latin America from the standpoint of implementing the principles of new urbanism and concludes that the most refreshing aspect of this movement is the formation of a positive image of "urban life", which includes both public and private life spheres.

The author examines the evolution of approaches to the formation of the urban environment, starting with the ideas of" ideal cities " by Leon Baptiste Alberti, Thomas More, Bernardo Scamozzi, and Albrecht Durer, who served as the forerunner of the concept of sustainable development for cities and sources of inspiration for architects of the XX century, such as Ebenezer Howard (Garden City) and Le Corbusier (Radiant City). The author considers the tasks of a modern architect and urban planner from the perspective of the sustainable development goals formulated in the Agenda 2030 - Caring for people (SDGs 3 and 11), Caring for the environment (SDGs 7 and 13) using the examples of the reconstruction of industrial territories in Helsinki (Finland), Hamburg and Duisburg (Germany), Paris (France).

To develop the concept of improvement of Bogorodsky Park, an analysis of Russian and foreign experience was carried out. The project features the use of modern green technologies (the use of recycled materials, energy-saving fluorescent granules, and LEDs for lighting bike paths, the use of renewable energy sources in small architectural forms, a separate garbage collection system, etc.), which are actively used in European countries.
